DOE reviewers score energy outcomes, not hardware specs
A cooling technology deck built for investors—thermal resistance, flow rates, component costs—does not translate directly into what DOE reviewers score. EERE and ARPA-E reviewers want facility-level energy and grid-impact metrics: PUE reduction, peak-load deferral, and measurable efficiency gains.
Choosing between EERE, ARPA-E, and DOE SBIR
Incremental efficiency improvements with a clear technology-office fit usually belong in EERE. Breakthrough thermal-management concepts with transformational potential may fit ARPA-E. Early validation-stage teams often start with DOE SBIR/STTR before either.
Pilot partnerships matter for credibility
Reviewers look for a credible path to data center adoption. A named pilot site or operator letter of interest substantially strengthens an application versus a lab-only validation story.
